The principle of partnership is well applying in the phase of preparation of development documents mainly, much less it is applied in particular projects, which are almost entirely financing by one subject. The real partnership and support of realisation, for example the co-financing, are seldom asserted. The financial support is offered mainly by the state, because regional subjects destitute of a free capital.

The residents always had nice gardens generally, but I always wanted to find a unified note for communal areas, too. We started with beds, than we added decorative shrubs and our last innovation was hanging baskets on public lamps. We tried to cheapen the work by employing group of 8-10 people for public utility works.

Results of the ecological competition: The town according to EU requirements
There was a festive presentation during the meeting of ministers of environment in Brusel. The prizes were given to winners of competition. Among eleven evaluated towns were also three from Czech Republic - Litoměřice, Kladno a Děčín.

The cross-boarder co-operation of communes and regions in Europe: legal tools and programs according to EU

The cross-boarder co-operation according to EU is realised as own initiative of EU. It was set up in scope of European regional policy, which is focused on reducing of disparities between individual EU regions. This regional policy has entered into sharp development in 1975, when the financial tools, so-called structural funds, were created for it. Most important are European fund of regional development and European social fund.

We have not lack of sounds but the silence. Inhabitants of towns or communes are surrounded by traffic noise, its level often rise over 70 dB and seldom goes bellow 50 dB. They mostly complain of noise from pubs and discos, workshops, the noise from a house furnishing or from neighbours.

The program of revitalisation of fluvial systems, which guarantee is the Ministry of the environment, is focused on the renewal of hospitable environmental, natural and agricultural functions of water environment, which were damaged by wrong interventions and regulations. The main use of program is in two ways: the revitalisation of water channels and the construction of small water reservoirs.
Czech-Polish intergovernmental commission for cross-boarder co-operation was sitting: to prepare for the neighbourhood in EU
It follows from collective protocol that there is a need for launching co-operation in agronomic-tourism development including of information interchange, furthermore establishing co-operation in the production of ecological food, to develop co-operation of job offices in borderland and interchange of information about legal regulations concerning employment, to strengthen the support of tourism by opening new border crossings on tourist paths, to improve cross-boarder transfer of goods...

The way to EU: where are reasons of the Irish "economic miracle"?

When Ireland was entering into the EU (together with Great Britain and Denmark in 1973) it was economically placed on the last position from all nine members. During 20 years it becomes one of the quickest developing countries. The Irish cost of living was running to 65% of EU average level in 1987. However there was 90% of EU average level and the level of the GDP has reached EU level in 1997.

There is located commune Vernírovice at foot of Jeseník by the route from Šumperk. There we can observe, if the rectification was adequate to caused damage. Is not the finance wasting because of interest of construction companies?

The act does not solve anything, I think. It is only used to make illusion that we, the members of Parliament, have cared about pure uninformed citizen against the resistance of clerks. But we must admit - did we throw out the uninformed citizens from the door of the town hall till now? Should we be happy that we have to do what we always did?
100 years-term fight of doctors with Health Insurance Company

Medicine and medicine organisations has formed to a form, which is still distinct, about 100 years ago. The construction of health insurance also belongs to this form, the medical insurance (then they were cash-boxes) with their doctors, the founding of hospitals, sanatoriums and nursing houses. The beginning of the organised fight of doctors for better material conditions also belongs to those times.
